REVISED CONSTITUTION 2001
Constitution Of Youth Milan Football Club
The words “he, his and or him” herein after used and mentioned and where the context so admits shall also be taken to mean “she, her and or hers”.
The name of the club shall be Youth Milan Football Club, here on after referred to as “the Club”.
The registered office of the Club shall be located at such place as may from time to time be determined by the Executive Committee here in after referred to as the Committee.
The Club year shall commence form the first day of January in every calendar year and shall conclude on the thirty-first day of December of the same year.
The motto of the Club shall be “United We Stand, Divided We Fall”.
The colours of the Club shall be Black, Blue, Red and White.
The Club upon a motion by the Committee approved by resolution at a General meeting invite a person in good standing to be the Patron of the Club.
The objectives of the Club are to:
(a) To promote the friendly relations between its members and the
community. (b) To provide an atmosphere that would raise the moral standards
of its members. (c) To promote social activities and to broaden the outlook of its members through lectures, debates, speeches and by visiting places of interest. (d) To provide and market information, advice and resources to its
members. (e) To assist in the development of the community. (f) To participate in sports and games (g) Foster good relations with other organisations whose objectives
are similar in whole or in part as those of the Club. (h) Be affiliated to all national or parent bodies or organisations, which govern and or administer those games and sports, which the Club participates.
Further to its objectives the Club, through the Committee shall have the power to:
(a) Receive subscriptions, grants or funds. (b) Join, contract, engage or make arrangements with any other

personnel. (d) Establish committees and delegate its powers to those
committees. (e) Determine policies and procedures to effectively administer the
Club. (f) Produce, develop, create, print and publish material of any kind that may be considered desirable for the promotion of the Club. (g) Acquire, sell, least or otherwise deal with facilities, equipment
and property as required.
(a) Membership shall be open to all interesting persons. (b) Members shall pay the specified fees to the treasurer as required
by the committee. (c) Every member shall declare opposition to any discrimination on
the grounds of race, sex, politics, religion or creed. (d) There shall be four (4) main classes of membership: full, school
or collegiate, honorary life. i. Full Member
A full member is a person, which is accepted to the Club and has paid the specified annual subscription.
Any such member shall be under the age of 18 and attending a school or college. The application shall require a signature form either parent or guardian.
iii. Honorary Member
The Committee shall appoint any person it sees fit to the statutes of Honorary member. Their qualifications shall include professional, public or sporting distinctions as related to the furtherance of the Club’s objectives. Such members shall not be entitled to vote or hold office in the Club. The number shall not exceed three (3) in one year.
Life members will be appointed by unanimous vote of the Committee, providing proper notice of the given candidate is given to every Committee member. Life members shall enjoy all the rights and privileges of individual members.
(a) Applications for membership shall be on such printed forms and shall be accompanied by such fees, as the Committee shall from time to time prescribe. (b) Candidates must be proposed by a financial member of the Club
and seconded by another financial member. (c) The Committee shall review all applications for approval and shall have the right to secure from the applicant such information, as it considers desirable. (d) After an application is approved the secretary shall inform the applicant in writing. The successful applicant shall be required to pay the required subscription and shall not be entitled to the privileges of the Club until such fees have been paid. (e) If an applicant does not pay his subscription fee under the provisions of section 2, 1b, within one (1) after the date of notification by the secretary of his admission, the secretary shall report the matter to the Committee and his admission shall be forfeited. (f) If an application is not approved in accordance with the rules of the Club, the entrance fee paid will be refunded to the applicant.
3. ENTRANCE FEE AND SUBSCRIPTIONS
Every person admitted to full membership of the Club shall pay an entrance fee and an annual subscription fee determined by the Committee from time to time.
(a) The annual subscription is due and payable on the first day of January of each year and any member whose subscription remains unpaid by the thirty-fist day of January shall not take part in any Club activities and shall forfeit the rights of membership while such subscriptions remains unpaid. (b) Any member shall whose subscriptions fees remains unpaid for a period of two (2) years and is desirous in taking part in any Club activities must first pay outstanding fees. (c) After two (2) years and fees remain unpaid, notice shall be sent to the member in writing by the secretary of his termination as member, unless he has excused his default to the satisfaction of the Committee.
No person who has ceased to be a member of the Club subject to Section 203c of these rules, shall be eligible for re-admission to the Club by application, granted that all indebtedness to the Club is settled.
Any person about to be absent form the island for more than three (3) months and on giving notice of the same to the secretary, shall not be required to pay any subscriptions for the period of absence. The secretary shall make a record into the Members role of such a member’s absence form the island.
Upon returning to the island the member shall communicate the same to the secretary. There upon on paying the full subscriptions for and from the period of return to the island, they shall then continue to enjoy privileges of the Club.
Any member intending to resign shall notify in writing to the secretary of such intentions.
The constituent bodies of the Club shall be: (a) General Body (b) Executive Committee (c) Sub-Committees
The affairs of the Club shall be managed by an Executive Committee and constituted as follows:

shall act as Chairman. g) Where any vacancy occurs in the Executive through death, resignation or absence from the island for a period of three (3) months or more at any time through any other incapacity of any member, the vacancy shall always be filled by an election by the general body of the Club.
All decision and resolutions of the Executive shall be passed by a majority vote of the Executive Members present at the meeting. Voting may be verbal, by show of hands, or by secret ballot (if requested by a member present). The Chairperson of the meeting shall have a casting vote. There shall be no proxy votes.
Two thirds (2/3) of the Executive must be present to constitute a quorum.
Twenty-five percent (25%) of the financial members as per the previous year shall constitute a quorum. However, only those members present

Any member desirous of having a motion or resolution placed and the Agenda for the Annual General Meeting, shall submit the same in writing to the Secretary of the Club fourteen (14) days prior to the schedule date of the meeting.

The following sub-committees shall be elected annually at the first meeting of the Committee and shall continue in office until their successors are appointed:

The disciplinary committee shall consist of five persons, who shall have the authority to hear and determine all complaints made by or against any member and to take disciplinary action against any member as it may deem expedient. The decisions of this committee shall be subject to appeal to the Executive Committee within fourteen (14) days from the day written notice is given to the member. The disciplined action shall not take effect until the Executive Committee has adjudicated the appeal.
The fund raising committee shall plan and organise fund raising activities and must consists of the Treasurer. Their duties shall be to make arrangements for the collecting of receipts of all activities arranged by and under the control of the Club and to organise and control the raising of funds for the club.
The development committee shall make recommendations to the Executive Committee on matters concerning the development of the Club, its sport and long range planning for the continuity of the Club.
Any person desirous of obtaining a transfer from the Club must do so in writing to the Secretary and must first settle all financial commitments to the Club.
Any person wishing to transfer from his club to Milan must present a written approval from his former club with his application.
Any transfers from the Club shall be approved by the Committee only after a fee as determined by the Committee is paid in full.
Any person desirous of a temporary transfer should do so in writing to the Secretary thirty (30) days prior to the requested date, specifying the period of leave from the Club and the designated club.
Any loans from the Club shall first be approved by the Committee and upon such approval a fee as determined by the Committee shall be paid in full.

AMENDMENTS AND INTERPRETATIONS.
This constitution of this Club shall not be added, revoked, amended or be replaced or altered and no changes made, safe by a majority of members present and voting at a general meeting and one (1) month’s notice or intention to propose any changes, shall be given to the secretary who shall send written notices of the same to every financial member at least seven days before the general meeting.
The committee of this club is the sole authority for the interpretation of this constitution and the decision of the committee upon any question of interpretation upon any matter affecting the Club and not provided by this constitution, shall be final and binding until such decision shall be overruled at a general meeting.
Every member of the Club is entitled to a copy of this constitution and of all amendments thereto.
DISSOLUTION OF THE CLUB.
If upon the winding up of the Club, there remains after the satisfaction of all debts and liabilities, funds accumulated through the direct initiative of the Club, these shall be given to charity.
FOOTBALL COMMITTEE (FC)
A committee to administer the football activities shall be implemented and will include of:
This FC will oversee the operations of the football teams, preparation of team for games (travel equipment etc,), develop and implement programs, handle disputes and minor misconduct of players and establish harmonious activities for players.
Any major misconduct will be sent to the disciplinary committee of the club.
Implementation of a personal development program to include:
Start time for training will be determined by the Football Committee (FC). It will also recommend to the general committee of any tournaments and tours the teams should be involved in.
The FC shall ensure that there are indoors meeting sessions every other week and team members will be required to attend. The agenda for these meetings will be set by the Technical Director.
The FC shall be responsible for all equipment storage, maintenance and distribution to relevant personnel.
The FC shall ensure that there is at least one community football workshop organised. Personnel shall include players with coaching ability and training. These workshops will reach out to various communities in the northern parishes. It will be conducted as recruitment possibilities as well as a given back to those supporters of the club.
RULES OF CONDUCT BY MEMBERS
harmonious attitude as promoted by the Club as a whole. 2. No obscene language would be allowed at any Club activity, including practice and games. After two (2) consecutive warnings, disciplinary action will be taken. 3. No misconduct or rude behaviour to any committee member will be
allowed. 4. Punctuality to Club activities/games must be adhered to. After two
(2) Consecutive warnings, disciplinary action will be taken. 5. Training will begin at 7:00pm (or otherwise stated by the coach) with fifteen (15) minutes grace period. Any player coming fifteen (15) minutes later than the grace period without a valid excuse or prior knowledge to manager or coach shall be fined $2.00. Players arriving after thirty (30) minutes shall be fined $5.00 by the Club. For games this increases to $5.00 and $10.00 respectively. Players must arrive one (1) hour before game time. 6. No player should be absent from no more than two (2) practice
sessions during on week. 7. Practice sessions and games shall be under the supervision of the coach and manager responsible or any other authorised person.

Committee after a written request is given to the Club. 5. Have assistance with any travel expenses as approved by the

Secretary of the Club.

Any player found guilty of any illegal activity by the law or seen by club officials will face the possibility of expulsion from the Club. 4. Players shall not consume high levels of alcohol within forty- eight (48) hours before a schedule game. This is to ensure player performance levels are not compromised. In accordance with the BFA and international laws, the club may at anytime require a drug test of any player on the club’s roster. 5. Use the equipment or supplies of the Club unless authorised by the

by the Football Committee.
3. ALL Players will fill out a membership form before training with
team. 4. New players after screening will be required to meet with the General
Committee before admission to the club. 5. SUBSCRIPTION shall be paid 50% at the start of training and 50%
prior to start of football season. 6. Players shall attend ALL training sessions. However excuses shall only be allowed at least twice per week, this will determine player selection for various team. 7. Players desirous of representing the club at first team level shall not be allowed to represent any other team during pre-season training as long as the club is to be represented at any tournament. 8. During training and game time, player social activity will be
monitored by club officials. 9. Players shall have a record of fixtures either in print or electronic
format. 10. Players shall adhere to the rules and regulation as set out in the Rule and Conduct of the constitution of this club of which these regulations are part thereof.

start time. 5. A late grace period of fifteen (15) minutes will be given. After that and failing a valid excuse or advance notice of lateness, a late penalty of $5.00 is payable before next match. A player will be excluded from the team if arriving thirty (30) minutes without a valid excuse or prior notice. This exclusion for lateness will be followed by disciplinary action set out by the FC.

behaviour while in uniform will be monitored by club official. Any misconduct will see disciplinary action taken by the disciplinary committee.
These regulations are set down for interpretation by the Executive committee. Any ammendments to these regulations are to be done by the Executive Committee in accordance to the constitution of the club.
